Every IRC server we support (other than Bahamut which is probably
on the chopping bock) uses UIDs so this setting does nothing.
Instead, allow configuring a server-side alias for each service
and use that when servicealias is enabled.

Merge chanserv saset and set back into one command since it no longer needs to be separated... replace chanserv/set privilege with chanserv/administration. Dont tell users to use 'help' for more help if there is no help.
