Fixed botserv bots parting empty channels. This also allows setting bsminusers to 0, which keeps the botserv bot in the channel at all times.

Don't dynamically allocate commands in modules anymore, instead made them members of modules. This means the commands are automatically destructed when the module is unloaded. Cleans up some old ugly code.

Epic commit to replace most of the strings in Anope with a single Anope::string class, plus some other little fixes here and there. If you follow 1.9.x development and are testing things, THIS is one of those things that NEEDS testing.
