Rewrote the config reader to better handle invalid configs.
This prevents Anope from exploding when /os reload has errors.

Clean up send.cpp a bit to use Anope::string, as well as fix Anope::string's replace_all_* functions to actually work if the original and replacement strings are not the same length.

Epic commit to replace most of the strings in Anope with a single Anope::string class, plus some other little fixes here and there. If you follow 1.9.x development and are testing things, THIS is one of those things that NEEDS testing.
