Added an Anope::string::is_pos_number_only function to use everywhere we convertTo unsigned values, and
fixed the mail delay error message to give the correct time.

Rewrote the config reader to better handle invalid configs.
This prevents Anope from exploding when /os reload has errors.

Don't dynamically allocate commands in modules anymore, instead made them members of modules. This means the commands are automatically destructed when the module is unloaded. Cleans up some old ugly code.

Epic commit to replace most of the strings in Anope with a single Anope::string class, plus some other little fixes here and there. If you follow 1.9.x development and are testing things, THIS is one of those things that NEEDS testing.
