Removed NICK_INFO_SERVICES_[OPER|ADMIN|ROOT] from the language files and added NICK_INFO_SERVICES_OPERTYPE to them. NOTE: This will break compiling until the removed language strings are replaced in ns_info.

Restricts access to svsnick, oline and umode to SRA as superadmin too requires SRA. Prevents the cmds from showing up in SA help.
