Slightly working m_sendumode recode, nits:
...
it will send to people only with ALL umodes, but with ANY of the
snomasks
blame it on sendto_umode and sendto_snomask for being wierdass

new command format:
SMO modes :message
OR
SMO modes snomasks :message
if you want to use JUST snomasks, put "+" as the mode
the modes parameter accepts a snomask as long as there
isn't a mode with same name
