Travis-CI: Update OpenSSL and LibreSSL versions
...
* Remove LibreSSL versions that are no longer supported (2.5.x and 2.6.x).
* Add LibreSSL 2.8.x (current stable) and 2.9.x (current dev)
* OpenSSL releases only had updates in their 'letter suffixes'
