Emil Velikov 4decd2c386 cmake: remove Darwin/resolv quirks 
Since commit e98a32373 ("core: check if res_init requires linking with
libresolv") we detect if/when we should be linking against libresolv.

The detection seems a bit clunky (to me), although it's better to keep
things consolidated/consistent across tree. Swap the Darwin checks with
the new token LIBRESOLV_HAS_RES_INIT.

Emil Velikov 19cb459685 cmake: use pkg_check_modules() for GnuTLS 
Remove the local cmake file and associated hacks used to manage GnuTLS.
This gives us less build-system glue code and makes it easier to enforce
a minimum version for GnuTLS.

Sébastien Helleu bf4e47b9f2 core: fix detection of libgcrypt ≥ 1.11 (debian #1071960) 
Use pkg-config to detect libgcrypt, since command `libgcrypt-config` is not
available any more.

Remove patches for Debian/Raspbian Buster and Ubuntu Bionic: detection of
libgcrypt don't work any more with version 1.8.4 on Debian Buster and 1.8.1 on
Ubuntu Bionic (both versions don't provide the file `libgcrypt.pc`).

Ryan Farley 8df3ad3d26 cmake: allow custom libdir (fix #1341) 
Allows for custom LIBDIR to specified with cmake builds. WEECHAT_LIBDIR
is used for a custom Weechat directory, or set from LIBDIR (as LIBDIR
used to be set).

Sebastien Helleu e001c05710 Add IRC command /notify, new options for notify and infolist "irc_notify" (task #5441) 
This commit provides:
- new IRC command /notify
- new options: irc.look.notify_tags_ison, irc.look.notify_tags_whois,
  irc.network.notify_check_ison, irc.network.notify_check_whois
- new option "notify" in servers (but should not be changed, only /notify
  command should be used)
- infolist "irc_notify" to get notify list (by server or for all servers).

New features:
- key alt-j alt-r is reintroduced to open IRC raw buffer
- command "/server raw" opens IRC raw buffer
- new option irc.look.raw_messages, which is number of lines to keep in memory
to display when user will open raw buffer (to see last messages received before
opening raw buffer)
