Return references instead of pointers from the config system.
...
We used to return NULL from these methods but now we return an empty
block so this can never actually be null now.

Only process sockets after loading the db when using db_sql{_live}.

This avoids slow startups for the 95% of users who are using the
db_flatfile database backend.

Replace convertTo/stringify with non-throwing alternatives.
...
Having these throw is terrible for ergonomics and there are loads
of places where the exception was either silently ignored or not
handled at all. Having a function which returns an optional and
another that returns a default works a lot better imo.

This Serialize::Destroy method isn't actually needed anymore. Fixes weirdness from a few Serializable items we had on the stack. Added a comment about why operator< in Reference fails.
