Bram Matthys 45342c2d33 Don't log join/part/kick by default if memory log is on via ...

conf/rpc.modules.default.conf. This because:
1) It matches the default in example.conf for ircd.log
2) It is a more privacy-friendly setting
3) The log entries are spammy / fill the memory log buffer quickly
